Annex 2: Traffic data to Bane NOR

This is an appendix to AST section 16.2 on traffic data and other information that the railway undertaking must submit to Bane NOR.

1. Delivery of traffic data and other information in connection with train operation

Traffic data and other information in connection with train operation pursuant to this section are data that are linked to the railway undertaking's operational operation of trains and which the railway undertaking must submit to Bane NOR. This includes both data related to the movement of trains in accordance with route charters and in the event of deviations, including data on wagon pick-ups and operational reports. The traffic data that must be provided pursuant to this section and other requirements for the delivery are set out in this section.

Delivery of data and other information pursuant to section 1 shall take place at fixed times or upon request from Bane NOR. Bane NOR determines the time when each individual data or other information is to be delivered to Bane NOR. Data that is not delivered at fixed intervals must be submitted before the train's departure. Any request for data or other information from Bane NOR must be made in writing. Data shall be submitted on the appropriate data type determined by Bane NOR.

If one rolling stock is replaced by another, e.g. just before the train's departure from the exit station, with a composition that entails changes in the data given in the tables below, the railway undertaking shall send a complete new set of data, cf. the tables below.

The delivery of traffic data relating to train composition/wagon take-up must be complete so that Bane NOR can use the received traffic data without having to consult other sources of information.

Changes in the way traffic data and other information are exchanged are regulated by section 16.4, third paragraph, of the AST.

1.2 Information regarding alternative transport

The railway undertaking shall submit data on the alternative transport solution in the event of operational deviations in accordance with the table below. This includes both planned and occurring nonconformities.

1.3.2 Data type requirements

Since the same rolling stock can have several train numbers on the same date, there must be interaction between the services provided by Bane NOR and the railway undertaking. This interaction consists of the railway undertaking collecting position data from GPS equipment mounted on its own rolling stock and using a service such as ExtIN to link train numbers to the GPS positions.

The requirements also apply to GPS positions for alternative transport, provided that such data exists and is available.

The transmission of GPS location data shall use a message format based on JSON. Specifications are sent on request.

1.4 Traffic data from the railway undertaking relating to the carriage of goods: Data for Bane NOR's terminal operations system (TOS)

This section only applies to railway undertakings that transport goods on Bane NOR's railway network and that use Bane NOR's intermodal freight terminals.

Data type requirements

Provision is made for the delivery of data in XML format via web service. Specifications are sent on request.

Data flow in connection with digital payment service for parking cars for train passengers at Norwegian railway stations.

This section only applies to railway undertakings that are required to deliver basic data for their customers to Bane NOR's digital parking solution.

Data type requirements

The solution must be based on lookups in the relevant ticket databases at any given time.

2. Standard Delivery of Statistical Information

The standard delivery of statistical information is the delivery of statistics that are of significant importance to Bane NOR's operations. Table 2.1 shows which statistics are included in the standard delivery of statistical information.

The railway undertaking shall submit standard delivery of statistical information annually or upon request from Bane NOR.

The annual standard delivery of statistical information shall take place by 1 April each year, unless Bane NOR has set a different deadline.

Delivery of statistics at the request of Bane NOR shall take place within two weeks of the railway undertaking having received a request to this effect from Bane NOR, unless Bane NOR has set a different deadline. Any request for statistics from Bane NOR to the railway undertaking must be made in writing.

In the case of annual standard delivery of statistical information, Bane NOR's standard form for standard delivery of statistical information shall be used.

3. Issue data

Emission data are measured frequency values that indicate the noise emission of each locomotive type/train type, measured according to the current standard. A sufficient amount of emission data is conditioned according to the Nordic calculation method and, together with train speed, constitutes the most important parameters for calculating passing noise from railways in Norway.

The railway undertaking shall submit issue data in accordance with this section to Bane NOR.

The railway undertaking shall submit issue data to Bane NOR without undue delay after new rolling stock is put into use on the national railway network, and when changes are made to existing rolling stock that change the nature of the noise emission.

Sound measurements shall be carried out in accordance with the provisions of Nord 96 – paragraph 5; based on the current standard for measuring emission values for railways – Railways, Acoustics – Measurement of noise from rail vehicles (ISO 3095:2005).
